A Mandatory pre-bid conference will be held at City of China, City Hall Council Room, 717 North Broadway, China, Texas 77613 on September 12, 2013 at 10:00 a.m. Bids are invited for several items and quantities of work as follows: Installation of approximately 6,350 feet of six (6) inch water lines, 17 Fire Hydrant Assemblies, six (6) 6"x6" tapping sleeve and valves, six (6) 6" gate valves, service lines and abandonment of existing water lines along Ave. C, Ave. D, Ave. E, Guillory, Wilson and Mathews. A bid bond in the amount of five percent (5%) of the bid issued by an acceptable surety shall be submitted with each bid. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas General Land Office (GLO) and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex age or national origin. Funding for this project is covered under Section 3 of the Housing and Urban Development Act of 1968. All eligible bidders must comply with Section 3 requirements in regards to meeting or exceeding the required objectives for both hiring and subcontracting. In accordance with these objectives, contractors are required to direct their newly created employment and/or subcontracting opportunities to Section 3 Residents and Business Concerns.
